Most of the polling I’ve seen indicates that public support more or less hinges on how you word the question, which means that in the vacuous sense it depends on how people have compartmentalized the issue in their own heads.

And if you were trying to do that, I think you’d be waiting until much closer to the midterm elections.

With that in mind, I have a hard time believing they’d want to move on this issue if they weren’t confident they’d have the votes to pass it.”

I think it’s not just a matter of votes. I’m guessing they’re also daring the GOP to vote against it because they believe that it’s more popular with the public than the opposition thinks.
